Go install script

I'm currently writing an extension for the Caddy web server which is written in Go. Becuase of this I needed to install go on my wsl Ubuntu instance. For future Brian, I have created a bash script to install other versions of Go.

The script caches the tarball, so I can switch version easily if needed.

The Script
